Villawood Gillard (TOKYO)

Prime Minister JULIA GILLARD has warned detainees at Sydney's Villawood Detention Centre
that rioting and violence will not help their visa claims .. while Opposition Leader TONY
ABBOTT wants protesters denied permanent residency in Australia.

A group of six detainees are still on the roof of a building .. demanding their freedom
in return for ending their protest .. after several buildings were burnt down overnight.

Speaking via mobile phone to Social Justice Network spokesman JAMAL DAOUD .. one Iranian
detainee has said he's been in the centre for 20 months .. describing it as prison.

Opposition immigration spokesman SCOTT MORRISON has repeated calls to halt the visa
process for any detainees involved in the riot .. and says he's concerned police weren't
able to immediately take control of the situation.

The federal government has announced an investigation into the riots.



DETENTION (HOBART)

As the national debate continues about what to do with asylum seekers .. Tasmanian
Premier LARA GIDDINGS has asked residents near a proposed immigration detention centre
to calm down.

The federal government will build a temporary detention centre at a former army barracks
at Pontville .. north of Hobart .. to house 400 detainees for around six months.

At a meeting with Immigration officials last night .. around 130 people expressed concerns
about the centre .. including the ability of operators to control a riot.

But Ms GIDDINGS says there's no reason for residents to be fearful as the same area
hosted Kosovar refugees after the NATO intervention in 1999.



MENTAL GILLARD (TOKYO)

The federal government is expected to match the coalition's boosted commitment to mental
health by setting aside two billion dollars in the May budget .. even though Prime Minister
JULIA GILLARD says the coalition's promises can't be trusted.

Opposition Leader TONY ABBOTT has unveiled details of a new 430 million dollar mental
health plan .. taking the coalition's total commitment the issue to almost two billion
dollars.

Mr ABBOTT has outlined the plan three weeks ahead of the May 10 budget .. tipped to
contain a major mental health announcement from Labor.

Ms GILLARD has refused to confirm if the government is to announce its own plan ..

but Health Minister NICOLA ROXON has confirmed funding for the area will be set aside
in the budget .. although she wouldn't comment on the reported two billion dollar figure.



GILLARD (TOKYO)

Japan's Emperor has personally thanked Prime Minister JULIA GILLARD for Australia's
support in the wake of last month's devastating earthquake and tsunami.

Ms GILLARD and her partner TIM MATHIESON have today met with Emperor AKIHITO and Empress
MICHIKO in Tokyo .. in what's believed to be the first de-facto couple to call on the
figureheads.

Ms GILLARD says it was a great privilege to meet with them.

She says they expressed their gratitude for the work Australia's done to assist Japan
since the twin disasters.

Meanwhile .. Japan's Prime Minister NAOTO KAN has declared the 20-kilometre evacuation
area around the stricken Fukushima nuclear plant a legal no-entry zone from midnight tonight
local time.



BUDGET11 WONG (CANBERRA)

The federal government says it's seeking 465 million dollars in savings in next month's
budget by increasing the efficiency dividend for two years.

Under this measure .. the efficiency dividend will rise from 1.25 per cent to 1.5 per
cent in 2011-12 and 2012-13 .. before returning to 1.25 per cent for the next two years.

Finance Minister PENNY WONG says the dividend is a mechanism to drive greater efficiencies
in how government does its business.



PATEL (BRISBANE)

Lawyers for JAYANT PATEL have indicated the convicted doctor's case may be bound for
the High Court.

Queensland's Court of Appeal today dismissed a bid by PATEL to have his conviction quashed.

The court also refused an appeal by PATEL against what he described as a manifestly
excessive seven-year sentence for manslaughter and causing grievous bodily harm.

Last July the former Bundaberg surgeon was jailed after a jury found him guilty of
the manslaughter of GERRY KEMPS .. JAMES PHILLIPS and MERVYN MORRIS .. and causing grievous
bodily harm to IAN RODNEY VOWLES.

Meanwhile .. Queensland's Acting Premier PAUL LUCAS says he's pleased JAYANT PATEL'S
seven-year sentence has been upheld .. although he's disappointed it wasn't increased.



POLICE (MELBOURNE)

Victoria's police chief is under mounting pressure to fix significant problems in the
force as the opposition accuses the state government of running a campaign to oust the
Labor-appointed leader.

Premier TED BAILLIEU says he has confidence in Police Commissioner SIMON OVERLAND ..

but there are fundamental failures he expects the command to fix including an IT bungle
and its handling of child protection issues.

But opposition police spokesman JAMES MERLINO says senior government sources are secretly
backgrounding journalists in their effort to get rid of Mr OVERLAND.



LIBYA JOURNALISTS (BENGHAZI)

Two award-winning Western photojournalists have been killed in the besieged Libyan
city of Misrata.

TIM HETHERINGTON .. an Oscar-nominated British film director and war photographer ..

and New York-based photographer CHRIS HONDROS were killed .. and two other Western journalists
have been wounded .. while covering battles between rebels and government forces.

Meanwhile .. the Libyan military says seven civilians have been killed and 18 wounded
in a NATO air raid in the capital Tripoli.

West Australian Premier COLIN BARNETT has reassured traditional owners the government
won't go ahead with compulsory acquisition of land near Broome for a proposed gas hub
.. until they've met and made a final decision.

The reassurances come after traditional owners walked out of a briefing meeting with
government representatives over the planned 30 billion dollar liquefied natural gas hub
to be built at James Price Point.

Indigenous land groups will meet in two weeks to decide whether or not they'll enter
into the native title agreement .. which would ease the way for the Woodside Petroleum-led
gas hub.

SA:New model for eating disorder care in SA

ADELAIDE, Feb 1 AAP - A new model for the care of people with eating disorders will
be developed in South Australia over the next three months.

Mental Health Minister John Hill said the new model would bring SA into line with national
and international best practice to ensure the very best care for people of all ages.

The project will be advised by Deirdre Mulligan, who has a clinical background and
experience with eating disorder services in New Zealand.

It will look at both specialist hospital and community-based services and existing
providers of eating disorder services.

Clinicians, consumers, carers and non-government organisations will all be involved
in developing the plan.

"We want to improve the processes of referring and admitting people with eating disorders
who need specialist help to ensure equitable access and to identify and help people at
risk before they develop a more serious problem," Mr Hill said.

Fed: Time for Aussies to support Commonwealth Games

Organisers say it's time Australians put aside worries about the Commonwealth Games
in India and start supporting it as a great international sports event.

The 2010 Delhi Commonwealth Games Queen's Baton Relay arrives in Australia on Monday
and brings with it more than just a ceremonial display of Games history.

Security fears continue to loom after the 2008 terrorist attack in Mumbai left more
than 170 dead and February's fatal bombing in Pune killed 17 people.

The baton's first stop in Australia will be Harris Park and Parramatta .. in Sydney's
west .. which both have large Indian populations.





It will then head to the city through Circular Quay and past the Opera House on Monday afternoon.

The baton arrives from Canada .. having already travelled to 49 countries in 172 days
.. heads to Melbourne on Tuesday and Brisbane and the Gold Coast on Wednesday.

SYDNEY, Dec 20 AAP - Singer Nick Cave says the inaugural Australian edition of the
All Tomorrow's Parties music festival will be an event unlike any other.

Nick Cave and the Bad Seeds have been responsible for choosing the line-up for the
event, which the alternative rock outfit is also headlining.

All Tomorrow's Parties, is being held on Cockatoo Island in the middle of Sydney Harbour,
Saturday 17th and Sunday 18th January, as part of the annual Sydney Festival.

The line-up includes The Saints, Laughing Clowns, Robert Forster, Psarandonis, Spiritualised,
Harmonia, F*** Buttons, James Blood Ulmer and Silver Apples alongside locals The Necks
and Bridezilla.

Cave visited the former prison island on Saturday, saying it was a extraordinary venue
for a concert.

"It's going to be amazing, this event," he said.

"It's already got a vibe out there and there's no-one there.

"The spaces to play are extraordinary, it's great, it's just like Alcatraz."

Cave said he was particularly excited about Spiritualised, The Saints and James Blood Ulmer.

"I was able to construct a couple of days of music with the other members of the Bad
Seeds of stuff I would like to see and that's an absolute pleasure to do that," he said.

"It's a festival that's got some imagination behind it.

"It will be an event unlike any other."

All Tomorrow's Parties was founded in the UK by Barry Hogan, and will also be staged
at Mt Buller in Victoria and Brisbane.

Hogan, who jokes he asked the band to curate because of "their handsome good looks"

said he had worked them on other projects and they seemed like the natural choice.

"We knew they would have a great selection of music and it's paid off, I think," he said.

Hogan said Cockatoo Island was a unique location.

"That also reflects in the line-up, it's not an obvious line-up, it's something you
won't ever see repeated again," he said.

"There's something for everybody and there's so many artists who will probably never
play in Australia again."

He said there was a demand in Australia for boutique, alternative festivals.

"I just think there's room for an event where people go entirely because they are into
the music," he said.

"You'll get to discover things you wouldn't see at normal big festivals. A lot of the
time it's the best music out there and it gets overlooked.

"You discover new music."

Fed: Bracks to deliver long-awaited car industry report today

The long-awaited review of Australia's car industry .. by former Victorian premier
STEVE BRACKS .. will be released in Melbourne today.

MR BRACKS' report .. which was handed to the federal government late last month ..

is expected to recommend the government takes a soft approach on reducing tariff protection
for the industry.

It follows the closure of Mitsubishi's manufacturing operation in Adelaide earlier
this year .. and calls by other car-makers for the government to increase support for
the industry.

The car tariff was due to be cut from 10 per cent to five per cent in 2010 .. but it's
expected the report will recommend tariff reductions of one per cent a year .. as the
sector grapples with a high Australian dollar and rising petrol prices.

The report also is expected to recommend an expansion of the 500-million-dollar green
car fund .. and further taxpayer assistance for car-makers.

CANBERRA, April 6 AAP - Prime Minister Kevin Rudd's attendance of the Beijing Olympics
depends on his schedule and not China's human rights record, Foreign Minister Stephen
Smith says.

Neither Mr Rudd nor Mr Smith would boycott the Olympics because of the crackdown in
Tibet or other human rights concerns, the foreign minister said today.

"He's been invited, as have I. I haven't made a decision yet whether I'm able to go
and nor has he," Mr Smith told ABC TV.

"These decisions will be made on the basis of availability, they won't be made on the
basis of boycotting the Olympics because of Tibet or other human rights issues.

"It's in the international interest that China engages in the world and in some respects
there's no better example of that than the Olympics themselves."

The foreign minister said Mr Rudd would "absolutely" be comfortable raising human rights
issues when he visits China this week.

Both had already talked about the Tibet unrest with Chinese officials and urged a dialogue
between Beijing and Tibet's spiritual leader, the Dalai Lama.

"Those points have been noticed by the Chinese authorities both here and in Beijing,"

Mr Smith said.

"They have noted the seriousness of our comments, that they need to be more open and
transparent when it comes to these matters."

MELBOURNE, Dec 4 AAP - Perth police have found the body of a 20-month-old missing boy
in a lake near his home in north-eastern Perth.

The police had used a helicopter and foot patrols in their search for the boy who went
missing from his home in Freshwater Promenade, Beechboro, about 7pm (AEDT) yesterday.

Police say there are no suspicious circumstances.

Vic: Ford to keep most workers on until Monday

MELBOURNE, April 20 AAP - Car manufacturer Ford says it will be able to keep most of
its workers on until Monday, regardless of whether its key supplier accepts a rescue package
today.

Parts supplier Coghlan and Russell Engineering went into administration and stood down
49 staff members last week.

Today Coghlan and Russell's employees, who are chasing $1.85 million in entitlements,
were set to vote on whether to accept a Ford rescue package worth more than $500,000 and
return to work.

While the outcome of the vote was not yet known this afternoon, Ford spokeswoman Sinead
McAlary said the company had reorganised its operations so it could keep all but 400 of
its own workers on until Monday, regardless of whether Coghlan and Russell employees returned
to work.

However, there was no guaranteed work for them beyond Monday, she said.

It had earlier been feared about 3,500 Ford workers would be stood down this afternoon.

The 400 affected workers would be stood down without pay at the end of their shift
today, but other employees had been advised to go to work on Monday.

"We remain hopeful that the Coghlan and Russell employees will return to work on Monday
morning, as they are being recommended to do by the administrator," Ms McAlary said.

"If they choose not to, our ability to continue production at Broadmeadows and our
other Geelong operations is severely compromised."

A policy research institute says .. the Prime Minister must accept climate change will
increase bushfire outbreaks .. or risk more tragedy.

JOHN HOWARD brushed off a report by the Australia Institute released yesterday .. that
linked a rise in the number and intensity of bushfires .. to the effects of climate change.

Mr HOWARD described it as an esoteric debate.

However .. Dr CLIVE HAMILTON .. the executive director of the Sydney-based think tank
.. says Mr HOWARD'S scientific ignorance on climate could endanger Australians.







Dr HAMILTON says the bushfire damage across Australia reinforces the findings of a
recent British Treasury climate change report .. which said the cost of avoiding global
warming .. will exceed the cost of reducing greenhouse gas emissions now.

WA: Trespass charge after man impaled on hotel gate

PERTH, Aug 12 AAP - A Fremantle man who became impaled on a metal gate after jumping
for the roof of a hotel has been charged with trespass.

The 24-year-old was speared through the hip and leg when he landed on the metal spikes
of a gate at the Orient Hotel in Fremantle, WA Police spokesman Ian Hasleby said.

He had been on the roof of the hotel with another 24-year-old man about 5pm (WST) yesterday,
Mr Hasleby said, but his companion did not make the leap.

The injured man, from Bertram in Fremantle's south, also has chest injuries from the
three metre fall.

He was initially treated at the Fremantle Hospital before he was transferred to the
Royal Perth Hospital, where his condition has been described "as not serious".

"Detectives are trying to clarify the reason the men were on the High Street hotel
roof," Mr Hasleby said

The second man, from South Lake, also was charged with trespass and obstructing a police
officer, and has been bailed to appear in the Fremantle Magistrate's Court on August 14.

NT: Residents become stranded in Katherine flood

DARWIN, April 6 AAP - Some residents in the Northern Territory town of Katherine have
begun evacuating as others become stranded in their homes with floodwater spreading around
them.

Nursing home residents and hospital patients were moved overnight and households told
to go to local schools if they needed to leave their homes.

The Katherine River had reached 18.5 metres by this morning, following monsoonal rains,
police said.

Resident Nola Sweetman said people were panic-buying in town yesterday and shopowners
were moving their stock as the floodwaters began to rise.

Mrs Sweetman said her farmhouse had been cut off from the town and it was a two km
boat ride across the creek.

But she said she and husband Derek would not be evacuating.

"We'll stay here because we're up on stilts now," she told AAP.

"We're higher up than the `98 flood."

In January 1998, the remnants of tropical cyclone Les dumped 500 mm of rain in the
Katherine River catchment area.

The Katherine River rose to a record 20.3 metres, subjecting the town to its worst
flood in memory. Four people were killed, half the population was forced to flee their
homes and all the businesses in the shopping area were flooded.

During that flood, the Sweetmans were stranded on top of their house and had to have
supplies flown in to them.

Mrs Sweetman said they were now moving their cattle to higher ground.

Tracey Scott said her two hectares block was fast becoming an island.

"We're on the Katherine River, on the opposite side to the gorge. Up behind us, from
Springvale, it's cut off by a sea of water, I can't see any buildings or anything," she
said.

"It's a bit concerning. My husband gets really wild at me but you've got to put things
in perspective, I'd rather have this than have that cyclone at Innisfail," she told AAP.

"This isn't scary, it's just damaging, it damages your property but you can get out of the way."

However, Ms Scott said the water was moving very fast and some of her neighbours with
small children had evacuated.

"Next door, it's lapping their back door, they had a container of their furniture,
they were moving to Darwin, but the water's covered that, they've lost all their furniture,"

she said.

Ms Scott said she bought flour, potatoes, onions, milk and bread yesterday.

"I think that's what most people in Katherine have done, just to make sure," she said.

"In `98, I could stand on our doorstep and the water was just under my shoulder. (This
time) we've got about six feet (1.8 metres remaining), so we're hoping it won't come in."

Katherine mayor Anne Shepherd said she feared the river would break its banks.

"Hopefully it won't be anything like `98. We have to keep our fingers crossed.

"But it's still rising at the (Katherine) Gorge and rising slowly here.

"I'm a bit fearful."

The Katherine Regional Counter Disaster Committee warns that the river is expected
to peak at around 19 metres by 10 am (CST).

Regional controller Kate Vanderlaan said last night emergency workers were evacuating
the Katherine Hospital and a nursing home.

They are believed to be relocated at the Tindal RAAF base.

Fed: Parly pushes for equal parent time

CANBERRA, Dec 8 AAP - Family Court judges will have to consider ordering separated
parents spend equal time with their children under new laws being introduced to federal
parliament.

The federal government plans to introduce the new laws to the house of representatives today.

Under the plans, Family Court judges will have to consider equal time if they believe
it is in the child's best interests.

Attorney-General Philip Ruddock said before making a decision, the court would have
to consider if the rights of children to know both parents against a right to be protected.

Former Family Court Chief Justice Alastair Nicholson criticised the new laws, saying
they assumed equal time was in the child's best interest.

"The court's always been compelled to consider a situation that's in the best interests
of the child," he told ABC radio.

"But the real problem ... is that it presumes that that is an ideal situation, whereas
in most cases it's not for all sorts of reasons.

"I think that's more or less an attempt to, if you like, pander to the strong pressure
that's been put on the government by various militant fathers' groups."

But Mr Ruddock denied this was the case. He said one in four children of estranged
parents saw their other parent only once a year or less and this needed to be addressed.

Opposition Leader Kim Beazley said Labor would examine the new laws carefully before
making a decision on whether to support them.

"We're going to work our way through that in caucus over the next little while," he
told reporters.

"We have to make absolutely certain ... welfare of children is well protected and we
also have to make sure that people emerge from any family difficulties with a decent chance
to resolve those issues rather than exist in a state of permanent warfare."

Vic: Husband taken for questioning over wife's disappearance

MELBOURNE, Feb 16 AAP - Police have taken Joe Korp in for questioning over the disappearance
of his wife who was found on Sunday unconscious in the boot of her car.

A police spokeswoman would not confirm whether Mr Korp had been arrested, but said
he went voluntarily with police to be interviewed.

She said Maria Korp remained in a coma in the Alfred Hospital.
